Get to Know Neal Boutin: Town Councillor Candidate for Gull Lake

My name is Neal Boutin, and I am excited to announce my candidacy for town council. Here is a bit about me and my motivation for running for public office.


If elected to council, I pledge to diligently oversee the use of your tax dollars to maintain and enhance our community’s infrastructure, support recreational opportunities, and foster economic development in our town.


My wife Anesia and I moved to Gull Lake in 1998. This is where our two boys were born and raised. It’s where Anesia and I work, where our boys went to school, played sports, and got their first jobs–it’s truly become our hometown.


As a dedicated teacher at Gull Lake School, I am passionate about fostering empathy and excellence in my students both in the classroom and as active citizens of our community.


For over 25 years, I have actively contributed to our community as a coach, serving as a board member of the Gull Lake Athletic Association (GLAA) and the SWT Lyceum Theatre, and performing as a musician at various town events.


After considering the idea for several years, I decided to put my name forward for a chance to serve our community. I believe that the varied roles I have held in and around Gull Lake over the past 25 years have prepared me to serve as your town councillor.


My 24 years as a coach for the Gull Lake Lions football team, along with over a decade of coaching minor hockey, have taught me the value of teamwork, perseverance, and community spirit. If elected, I will bring that same commitment and collaborative spirit to my work for our town.


In addition to my coaching roles, I served on the GLAA for four years, including a term as President. I currently sit on the SWT Lyceum Theatre Board, where we are in the final stages of a major renovation for our community-run movie theatre.


I have been actively involved in educational leadership at both the local and provincial levels for many years. I currently serve as the President of the Chinook Teachers’ Association (CTA) and was the local negotiating chair for over 15 years. At the provincial level, I have participated on various committees and was elected to the Provincial Executive of the Saskatchewan Teachers' Federation (STF) for four terms (2017-2024). These experiences have provided me with valuable insights into budget management, advocacy for those I serve, and the importance of striving for improvement rather than simply accepting the status quo.


If elected, I will have much to learn about the roles and responsibilities involved in serving on council, but I believe that my adaptable personality, past board experience, and commitment to being a fiduciary will guide me in that journey.
