Highlights from the Town of Gull Lake's Regular Council Meeting on December 11, 2024

The Town of Gull Lake held its regular council meeting on December 11, 2024. The meeting began at 7:00 p.m., with Mayor Nasser Zanidean presiding. The council members in attendance were Councillors Tyson Migneault, Karen Turton, Brandon Wessner, Steve Haithwaite, Terry Stevenson, Neal Boutin, and Administrator Dawnette Peterson.


Call to Order:

Mayor Zanidean called the meeting to order at 7:00 p.m., confirming a quorum was present.


Delegations:

Knox United Church representatives Les Potter and Al Giesbrecht spoke to the Council at 7:00 p.m. They departed at 7:10 p.m.


Staff Reports:

  • Water Quality Reports (October/November 2024): Presented by D. Vold.

  • Foreman Report: Presented by K. Cooke.


Both D. Vold and K. Cooke left the meeting at 7:30 p.m. The Bylaw Enforcement Officer's report for November 2024 was also reviewed.


Minutes:

The minutes from the previous Regular meeting held on November 20, 2024, were approved.


Accounts:  

Council approved payment for accounts ranging from cheque #24898 to #24973, totaling $168,853.88, an Education Property Tax EFT for $16,042.87, and Payroll EFT’s for $21,912.70.


Committee Reports:  

Updates were provided on the following committee meetings:

  • SW Regional EMO (October 30, 2024) – Councillor Migneault

  • Tourism Committee (December 9, 2024) – Councillor Wessner

  • Airport Committee (December 9, 2024) – Mayor Zanidean

  • GL & District Road Ambulance (December 9, 2024) – Councillor Turton


Correspondence:

The Council reviewed a report from S/Sgt R. Blais of the Swift Current Rural RCMP for November 2024.


New Business:

  • Authorization to purchase a Jenkins Iron & Steel hydraulic angle winged snow blade from Marshland Feeds for $10,500.00 plus taxes.

  • Approval for the Munisoft Accounts Payable Electronic Funds Transfer extension.

  • Rescheduling of the Regular meeting from December 25, 2024, to December 30, 2024, at 6:00 p.m.

  • Authorization of a $10,000 deductible on the Town of Gull Lake commercial insurance package.

  • Permission granted to Swift Sanitary Service (2005) Ltd. to dispose of liquid domestic waste in the Town Lagoon for the period January 1, 2025, to December 31, 2025.

  • Approval of a quote from Superior Infrastructure Restoration Ltd. to install a liner in the sewer service at 3381 Rutland Avenue.

  • Extension of the meeting past the two-hour limit approved.

  • Approval of the proposal from Associated Engineering for assistance with grant writing for the Canadian Housing Infrastructure Fund grant. The CHIF is a $6 billion initiative aimed at accelerating the construction and upgrading of essential infrastructure to support housing development. The fund focuses on improving drinking water, wastewater, stormwater, and solid waste systems. The CHIF is delivered through two streams:


    • Direct Delivery Stream: Up to $1 billion over eight years, delivered directly to municipalities and Indigenous communities.

    • Provincial and Territorial Agreement Stream: $5 billion over ten years, delivered by the provinces and territories.


    Eligibility for Direct Delivery Stream:   Eligible entities include municipalities and Indigenous communities (First Nations, Inuit, and Métis communities), along with other organizations that meet the eligibility criteria set by the fund.


Building Permits:  

Approval was granted for the construction of a front step and deck on Lots 15,18, Block 54, subject to conditions outlined in the Plan Examination Report by MuniCode Services Ltd.
