The first meeting of the newly elected Council of the Town of Gull Lake took place on November 20, 2024. The meeting, attended by Mayor Nasser Zanidean, Councillors Tyson Migneault, Karen Turton, Brandon Wessner, Steve Haithwaite, Terry Stevenson, Neal Boutin, and Administrator Dawnette Peterson, marked the start of the new term.

To officially start their duties, all Council members presented their executed Oaths of Office and Public Disclosure Statements.
Call to Order
Mayor Zanidean called the meeting to order at 7:10 p.m. with a quorum present.
Approval of Minutes
The minutes from the regular meeting on October 23, 2024, along with those from the special meetings on November 4 and 5, 2024, were approved as submitted.
Background Information for Special Meeting
During the special meeting, the Council authorized the Administrator to sign the Purchase and Sale Agreement for Plan Q2639, Extension 65. This decision follows the Council's offer to Stevenson Resources Ltd at the September 25th meeting to purchase Plan Q2639 Ext 65, which presented two options: $155,000.00 for immediate purchase and transfer or $165,000.00 with payment and transfer slated for January 2025.
Accounts
The Council has approved the accounts for cheque numbers 24841 to 24897, amounting to $90,411.21, along with payroll EFTs totaling $28,037.61 and an Education Property Tax EFT of $14,328.36.

Committee Appointments
The Council has approved several committee appointments, which will be effective until December 31, 2025. These comprised appointments to the Chinook Regional Library, Gull Lake Recreation Advisory Committee, Gull Lake Fire Committee, and various others.

The Council examined and documented correspondence from SK Housing Corp., RCMP, D. Price, and the Water Security Agency.
New Business
Key decisions made during the meeting included:
Requesting a Statement of Work from Associated Engineering for a funding application to the Canada Housing Infrastructure Fund.
Setting the next regular Council meeting for December 11, 2024, at 7:00 p.m.
Authorizing the Mayor and Administrator to enter into a contract with MuniCode Services Ltd. for building plan review and inspection services.
Appointing building officials under the Construction Codes Act.
Appointing Western Municipal Consulting Ltd. to manage the Board of Revision process for 2025.
Authorizing the Administrator to sign a Project Planning Agreement with Alair Homes to refinish the Elks Hall ceiling.
Building Permits
A construction permit application to replace the windows on Lot 5-6, Block 59, Plan Q2639 was approved by the Council.
